You should be able to buy bows in many shops or fighting orientated guilds, like Fighter's Guild and Imperial Legion. You can also kill smugglers or skelton archers in caves and root their body for bows and arrows.
To kill the NPC in Ghostgate shouldn't be too difficult, if you are high level enough to acrually reach Ghostgate.
However, you need to taunt her (or, was that a man?
) to avoid being a murderer, and that could be tricky for low level (=less personality) character.
