In my days of school, at the age of 14 we started Hunters Ed. A class you had to pass to be able to hunt, with gun or bow. In my case, the teacher took this as a serious matter and tried to the best of his ability to ingrain this in the class.
I can say, no one from this class has ever been in a hunting accident.
Now to another class, Drivers Ed. A class that wasn't mandatory to take, meaning at this time you could get your Driver Licence (at 16) without going thru this class. The main reason to take it, it would count for pionts towards your insurance. (Better rate). The teacher, hmm more that lacking in this class. If you showed up and behaved, you got a B. 
Out of this class, two are now dead. Both from car wrecks. One was proven in a military court to be the fault of my class mate. (Drunk and crashed thru the gate of the military base..died on the base)
Now the question I ask....was the responsibility of these events the fault (or in the first case, a good event) of society. the teacher, parents or all three.
