| Well, that's kinda wierd isn't it? Gecko powerplant? What would an Enclave soldier use a key-card to The Gecko Powerplant for? But I don't think it works in The Gecko Powerplant, because the key-cards you finde there has another name, Yellow Powerplant key-card.
It's been some time since I visited the vault in the village near NCR, but I belive you find a key-card in one of the kidnappers inventory, which fits in the lock to vault 15.
