hmm, having low strength is a bit of a bugger at the mid-game point before you get any power armour, since your carrying limit should be quite tight, so i'd reccommend getting the car as soon as you can

luck is frankly personal preference, but i always try to keep mine at or above 5, and so far in my new game i've had not a single crtical miss. still, a bit of experience and you should be quite deft with your weapons (and make a good sniper ), if not particularly lucky.
