Temples, Cure Disease spells (purchasable from Temples) and scrolls. Potions will do the trick too.

and with temples that means tribunal temple altars or imperial cult altars.
The spell is available from several people and not only from imperial cult or tribunal temple. J'rasha over in Vivec sells it and some telvanni will sell it too. And there are potions or you can brew it yourself (mix muck with willow anther for example)
