I think the strength is ridicoulous actually, I mean, 23 strength is approaching huge, and if this guy isnt HUGE, then it's impossible. The maximum strength a human can possess is 18/00. So I think 19 - 20 is the limit for a h dragon</STRONG>

You'd think so wouldn't you? Well, not in 3rd Edition dnd, in the new version there are no caps and they did away with the 18/## strength thing. You have to know how the templates work in 3rd edition as well (half dragons are a template you add onto an existing creature). In this case, half-dragons add +8 to strength, +2 constitution, +2 intelligence and +2 charisma and the lawful good alignemnt and the breath weapon (and the annoying +3 ECL)
