Take it to the magic shop in BaldurŽs gate and talk to the guy that sells stuff in there (I cannot remenber his name, but its not a generic merchent, he looks like a wizard) and he will make you a cloak.
Just refuse to sell it and he will offer to make a cloak out of it.
