Well, I don't know 98 that good, being as I work with NT all day, but I don't believe you can fix this problem any other way excapt to format and do a clean install.
I know the restore option is availabe for Me and XP, but I don't think you can do anything with 98 registry in this situation, unless you are brave enough to actually go into the registry itself and poke around. Personally, I ain't
