Side Quest: Kings' Gambit

Background

You'll receive this quest from Ambassador Crocker (in the NCR Embassy in the New Vegas Strip) after you've completed the quest Things That Go Boom.


Walkthrough

Crocker will tell you that there's been a "disturbing rise in the number of attacks" on NCR citizens in Freeside, and that they seem to be coming from a group calling itself the Kings. He'll then ask you to deal with the problem, and he'll present you with two possible solutions: assassinate Pacer, the King responsible for the attacks, or negotiate a truce between the Kings and the NCR.

Assassinate Pacer

Before you begin hunting for Pacer, you should do a little research. You'll have two options for this: the file cabinet in Julie's tower in the Old Mormon Fort (#1), and Rotface, who you'll find sitting next to Mick & Ralph's (#2). From the file cabinet, you'll learn that Pacer is addicted to Jet, and that because of his heart condition, he should definitely not mix it with a stimulant like Psycho. With Rotface, you'll have to keep buying tips from him, but eventually you'll learn that Pacer is feuding with the Van Graffs, and that Pacer has a Jet problem. After learning about Pacer's Jet problem, if you head up to his room on the third floor of the King's School of Impersonation (#4), then you'll find Pacer's Jet stash (looking like a Carton of Cigarettes) hidden under his bed.

This will give you two ways to complete the quest:
  • You can frame the Van Graffs. For this option, all you'll need to do is kill Pacer with a laser or plasma weapon when no one is looking (Crocker will suggest this strategy if you return to him after learning about the Van Graffs). Pacer sometimes goes to his room by himself, and you can use a Stealth Boy at any time to attack Pacer while hidden, but if you want to be a little bit tricky, then you should talk to Ralph at Mick & Ralph's (#2) and ask him to forge a note from Jean-Baptiste Cutting (this might require you to pass a Speech 50 check). If you then go to Pacer's room and replace his Jet with the note, then when Pacer shows up to check his stash (in the evening), he'll be furious, and he'll head right over to the Silver Rush (#3), where he'll get himself killed. If the Van Graffs are dead, then Pacer will still go to the Silver Rush, but he'll be all alone there, making it a convenient spot to do the deed yourself.

  • You can spike Pacer's Jet. For this option, you'll need a Medicine skill of at least 60, and you'll need a dose of Psycho. Then you'll just need to head over to Pacer's stash and select the "Spike the Jet with Psycho" option. When Pacer eventually returns to his room to check his stash (in the evening), he'll immediately keel over dead.
Alternatively, you can simply kill Pacer. If you do it the wrong way (that is, without using a laser or plasma weapon), then you'll fail the quest when you return to Crocker, and you'll earn a lesser reward.

Note: If you killed Pacer before accepting this quest (for example, during the quest Birds of a Feather), then the game will respond as if you killed him after accepting the quest, and your reward will depend on whether you did it the right way or not.

Another Note: To quickly get Pacer to check his stash, just go to his room and wait until midnight.

Negotiate Truce

The easiest way to negotiate a truce between the Kings and the NCR is to complete the quest G.I. Blues. At the end of that quest, you'll earn a favor from the King (#4), which you'll be able to use in this quest to ask for a truce. If you don't want to use your favor in that way, or if you spent your favor already, then when you ask the King to end all hostilities against the NCR, he'll politely refuse, and you'll have to return to Crocker. Crocker, meanwhile, will suggest that you talk to Colonel Hsu at Camp McCarran or Colonel Moore at Hoover Dam.

This will give you two ways to complete the quest:
  • If you go to Colonel Hsu, then he'll act as the carrot. He'll offer the Kings more supplies if they end the hostilities, but he'll send some NCR troopers to support you just in case. When you deliver this message to the King (#4), if you're insulting, then the Kings and the NCR troopers will begin fighting each other, and you'll fail the quest when you return to Crocker. Otherwise, the King will agree to the deal, but then Pacer and a few rogue Kings will attack the NCR troopers -- and probably die really quickly. Despite the bloodshed, this latter route will still result in you completing the quest (but without caps in your reward).

  • If you go to Colonel Moore, then she'll act as the stick. She'll order you to tell the King to "stand down or face annihilation," and she'll send some NCR troopers to back you up. However, when you deliver this message to the King (#4), he'll still refuse to help, and the NCR troopers will decide to kill all of the Kings. This will rrsult in you failing the quest when you return to Crocker.
Note: If you kill the King, then you'll find the unique outfit Viva Las Vegas on his corpse.

Another Note: If the NCR troopers begin fighting the Kings, and if you haven't recruited Rex yet, then Rex will die and you'll lose him as a potential companion.

Conclusion

If you complete the quest, then regardless of the method you use, you'll earn 1200 xp and some NCR fame. You might also earn 600 caps, but only if you didn't use Colonel Hsu's supplies to negotiate the truce (however, you'll more than make up for this by looting 10mm Pistols and 10mm Submachine Guns from Pacer and his rogue Kings). If you fail the quest, then you'll receive 0-300 caps (depending on what you say to Crocker) plus earn some NCR infamy. Regardless, afterwards Crocker will tell you to report to Colonel Moore at Hoover Dam, which will trigger the quest For the Republic.
