Vic can be found in the Den, and there are a couple of different ways to obtain him. Your first option is taking the radio from his house in Klamath, give him the parts he needs to fix Metgzer's radio, and then give him the $1000 he needs for Metzger (or only $500 if you're female and do certain things with Metzger...). Your second (and much simpler) option is simpling killing Metzger and his men.
