The Pariah Dog can be found in a special random encounter, in which you'll find it standing alone amidst a pile of bodies. If it catches you, you'll be stuck with the dog for good (a bad thing). When it joins, your luck will be lowered and you'll automatically be given the Jinxed trait.
Although the canine has a massive 750 hit points, it will never help you in battle. If you need to get rid of it and don't have a savegame to load, you can try killing it yourself (tough).
