The Debt becomes available after completing the main quest The Masquerade. It's a relatively short and simple quest intended for evil players, and is received from Cedric in Bowerstone Market. To find him, head down the stairs to the riverside, just near the bridge, on the side with the vendor stalls. Cerdic will ask you to kill a man called Alan, who he's in debt to over a card game.

You'll find Alan in The Riveter's Rest tavern in Bowerstone Industrial, rubbing his hands together and talking to himself quite loudly. Kill him in whatever fashion you choose and then run to escape the guards. Your reward upon returning to Alan is 5 Guild Seals, 500 gold and some evil points for good measure.
