Sebastian will only show up after you’ve spoken to Edward Willoughsby about the “personal measures” he’s taking in the Boil. Then Sebastian will join your party if you kill the two gang leaders in the Boil. Sebastian is carrying a flow disruptor shield, so you might want to add him long enough to acquire it from him.
